COV is a premium over the valuation priced of the unit which a buyer is willing to pay and a seller is willing to accept. In fact, the final selling price whether below or above valuation is based on a willing seller and buyer. I am assuming that you are a SPR, therefore please take note that both you and your wife have to be at least a 3years SPR before being eligible to purchase a resale HDB. Please correct me if I am wrong about your citizenship.
You will need to check with a banker on your loan eligibility as well as assess on the amount of fund you can utilise from your CPF to prepare yourself financially for the cash component you need to have ready for the purchase. More information about the down-payment required can be obtained from the HDB website if you need to refer for more reliable information.
